Update:

We have heard stories that NSW Police are stopping work vehicles with more than two persons and warning or fining the occupants for breaching travel restrictions if the occupants are not related.

Master Electricians Australia contacted NSW Police Customer Assistance Unit (CAS) for clarification. CAS has advised travel for work related purposes is definitely exempt from the two-person rule. Several NSW Police stations were also contacted, in each case police understanding aligns with the CAS advice.
